Bioenergi sebagai Solusi Pembangunan Berkelanjutan di Lamongan Pantura: Sinergi Kebijakan, dan Pemberdayaan Masyarakat melalui Porter’s Five Forces Analysis

Abstrak

Potensi bioenergi di wilayah pesisir utara Lamongan menawarkan peluang signifikan untuk mendukung pembangunan berkelanjutan melalui pemanfaatan sumber daya alam lokal yang melimpah. Pengembangan bioenergi di daerah ini sangat bergantung pada ketersediaan bahan baku, penerapan teknologi, serta kebijakan pemerintah yang mendukung. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi daya saing industri bioenergi di Lamongan dengan menggunakan model Porter’s Five Forces. Hasil analisis menunjukkan bahwa ancaman pendatang baru relatif rendah karena hambatan investasi yang tinggi (sekitar 30–40% dari total biaya awal) dan keterbatasan teknologi yang tersedia. Namun, dukungan kebijakan energi terbarukan dan kemudahan akses pasar berpotensi mengurangi hambatan tersebut dalam 5–10 tahun ke depan, sejalan dengan RUPTL 2021– 2030 yang menargetkan kontribusi energi terbarukan sebesar 23% pada tahun 2025. Kekuatan tawar pembeli cukup tinggi dengan peningkatan permintaan energi terbarukan sebesar 15% per tahun, sementara ketergantungan pada pasokan biomassa dari sektor pertanian dan perikanan menyebabkan ketidakstabilan produksi. Meskipun energi surya dan angin menjadi ancaman pengganti, rendahnya tingkat persaingan dan meningkatnya dukungan kebijakan memberikan peluang strategis. Penguatan kolaborasi lintas sektor, inovasi, serta investasi teknologi menjadi kunci untuk meningkatkan daya saing bioenergi Lamongan dan kontribusinya terhadap SDG 7 dan SDG 13.
