Peer Review Process (English)

All manuscripts submitted to Informatics and Digital Expert (INDEX) undergo a double-blind peer review: the identities of the authors are concealed from the reviewers, and the identities of the reviewers are concealed from the authors. Every research article published in INDEX has been reviewed by at least two independent reviewers who are experts in the subject of the manuscript and who are not affiliated with the authors' institution.

1. Initial screening (desk review)

  • Within 7 working days of submission, the editor checks that the manuscript falls within the focus and scope of the journal, follows the author guidelines and the article template, and is complete (abstract in English and Indonesian, at least 15 references, copyright transfer form, and the Declaration of Generative AI Use).
  • Every manuscript is screened for similarity using Turnitin. The maximum acceptable similarity index is 20%, excluding the reference list and properly quoted material. Manuscripts above this limit are returned to the authors for revision or rejected. See the Plagiarism Screening policy.
  • Manuscripts that are out of scope, do not meet the minimum requirements, or show clear ethical problems are rejected at this stage without external review.

2. Reviewer assignment

  • The handling editor assigns at least two reviewers based on their expertise and publication record. Reviewers are selected from the journal's reviewer board or invited from outside it when specific expertise is required.
  • Reviewers must not be from the same institution as any of the authors and must declare any conflict of interest before accepting an assignment.
  • Reviewers are asked to respond to the invitation within 7 days and to complete the review within 4 weeks.
  • In accordance with the INDEX AI Policy, reviewers must not use AI tools at any stage of the review.

3. Review

Reviewers evaluate the manuscript using the journal's review form, which covers the title, abstract, introduction (state of the art, gap analysis, and objectives), methods, figures and tables, results and discussion (including comparison with previous studies), conclusions, references, and the Declaration of Generative AI Use. Reviewers provide written, substantive comments to the authors and a confidential recommendation to the editor: accept, revisions required, resubmit for review, or decline.

4. Editorial decision

  • Based on the reviewers' reports, the handling editor makes a recommendation and the Editor-in-Chief makes the final decision. All decisions are made by human editors; the editors do not delegate decisions to AI tools.
  • If the reviewers disagree, the editor may invite a third reviewer.
  • Authors receive the anonymised reviewer comments together with the decision. Authors are expected to submit their revised manuscript, with a point-by-point response to the reviewers, within 2 weeks (minor revisions) or 4 weeks (major revisions). Revised manuscripts may be sent back to the original reviewers for a second round.
  • Editors who are authors of a manuscript, or who have a conflict of interest with the authors, are excluded from handling that manuscript; it is assigned to another editor.

5. After acceptance

Accepted manuscripts are copyedited, laid out, and sent to the authors for proofreading before publication. The dates of submission, revision, and acceptance are printed in each article. Articles are published in the May and November issues.

6. Appeals

Authors who believe that a decision was made in error may submit a written appeal to the Editor-in-Chief through the Contact page, explaining the scientific grounds for the appeal. Appeals are considered once; the Editor-in-Chief may consult an additional reviewer, and the resulting decision is final.

7. Timeline

The typical time from submission to first decision is 6 to 8 weeks. The journal does not offer paid fast-track review and does not issue a Letter of Acceptance before the review process has been completed.

Proses Penelaahan Sejawat (Bahasa Indonesia)

Semua naskah yang dikirim ke Informatics and Digital Expert (INDEX) menjalani penelaahan tersamar ganda (double-blind peer review): identitas penulis dirahasiakan dari mitra bestari, dan identitas mitra bestari dirahasiakan dari penulis. Setiap artikel penelitian yang terbit di INDEX telah ditelaah oleh sekurang-kurangnya dua mitra bestari independen yang ahli di bidang naskah dan tidak berasal dari institusi penulis.

1. Pemeriksaan awal (desk review)

  • Dalam 7 hari kerja sejak naskah diterima, editor memeriksa kesesuaian naskah dengan fokus dan ruang lingkup jurnal, kepatuhan terhadap petunjuk penulisan dan templat artikel, serta kelengkapannya (abstrak dalam bahasa Inggris dan Indonesia, minimal 15 rujukan, formulir pengalihan hak cipta, dan Pernyataan Penggunaan AI Generatif).
  • Setiap naskah diperiksa tingkat kemiripannya dengan Turnitin. Batas maksimal indeks kemiripan adalah 20%, tidak termasuk daftar pustaka dan kutipan yang ditulis dengan benar. Naskah yang melebihi batas dikembalikan untuk diperbaiki atau ditolak. Lihat kebijakan Penapisan Plagiarisme.
  • Naskah yang di luar ruang lingkup, tidak memenuhi persyaratan minimum, atau menunjukkan masalah etika yang jelas ditolak pada tahap ini tanpa penelaahan eksternal.

2. Penugasan mitra bestari

  • Editor penanggung jawab menugaskan sekurang-kurangnya dua mitra bestari berdasarkan keahlian dan rekam jejak publikasinya. Mitra bestari dipilih dari dewan mitra bestari jurnal atau diundang dari luar bila diperlukan keahlian khusus.
  • Mitra bestari tidak boleh berasal dari institusi yang sama dengan penulis dan wajib menyatakan konflik kepentingan sebelum menerima penugasan.
  • Mitra bestari diminta menanggapi undangan dalam 7 hari dan menyelesaikan penelaahan dalam 4 minggu.
  • Sesuai Kebijakan AI INDEX, mitra bestari dilarang memakai alat AI pada tahap mana pun dalam penelaahan.

3. Penelaahan

Mitra bestari menilai naskah dengan formulir review jurnal yang mencakup judul, abstrak, pendahuluan (state of the art, analisis kesenjangan, dan tujuan), metode, gambar dan tabel, hasil dan pembahasan (termasuk perbandingan dengan penelitian terdahulu), kesimpulan, daftar pustaka, dan Pernyataan Penggunaan AI Generatif. Mitra bestari memberikan komentar tertulis yang substantif kepada penulis dan rekomendasi rahasia kepada editor: diterima, perlu revisi, kirim ulang untuk ditelaah, atau ditolak.

4. Keputusan editorial

  • Berdasarkan laporan mitra bestari, editor penanggung jawab memberikan rekomendasi dan Editor in Chief mengambil keputusan akhir. Semua keputusan diambil oleh editor; editor tidak menyerahkan keputusan kepada alat AI.
  • Jika mitra bestari berbeda pendapat, editor dapat mengundang mitra bestari ketiga.
  • Penulis menerima komentar mitra bestari (tanpa identitas) bersama keputusan. Penulis diharapkan mengirimkan naskah hasil revisi beserta tanggapan butir demi butir dalam 2 minggu (revisi minor) atau 4 minggu (revisi mayor). Naskah hasil revisi dapat dikirim kembali kepada mitra bestari semula untuk putaran kedua.
  • Editor yang menjadi penulis naskah atau memiliki konflik kepentingan dengan penulis tidak menangani naskah tersebut; naskah dialihkan kepada editor lain.

5. Setelah diterima

Naskah yang diterima disunting, ditata letak, dan dikirim kepada penulis untuk proofreading sebelum terbit. Tanggal pengiriman, revisi, dan penerimaan dicantumkan pada setiap artikel. Artikel terbit pada nomor Mei dan November.

6. Banding

Penulis yang menilai suatu keputusan keliru dapat mengajukan banding tertulis kepada Editor in Chief melalui halaman Kontak dengan menjelaskan alasan ilmiahnya. Banding dipertimbangkan satu kali; Editor in Chief dapat meminta pendapat mitra bestari tambahan, dan keputusan yang dihasilkan bersifat final.

7. Jangka waktu

Waktu dari pengiriman naskah hingga keputusan pertama umumnya 6 sampai 8 minggu. Jurnal tidak menyediakan jalur cepat berbayar dan tidak menerbitkan Letter of Acceptance sebelum proses penelaahan selesai.
